ROAD WORK: Company-X co-founder and director Jeremy Hughes led the team that developed the proof of concept for the One Network Road Classification Performance Measures Reporting Tool for the Waka Kotahi NZ Transport Agency.

EXECUTIVE SUMMARY

Te Ringa Maimoa Transport Excellence Partnership, formerly the Road Efficiency Group, commissioned Company-X to build the One Network Road Classification Performance Measures Reporting Tool for the use of every Road Controlling Authority (RCA) in New Zealand.

ABOUT TE RINGA MAIMOA TRANSPORT EXCELLENCE PARTNERSHIP

Te Ringa Maimoa Transport Excellence Partnership is a collaborative initiative between Local Government NZ, Waka Kotahi NZ Transport Agency and all road controlling authorities, targeting business-excellence across the transport sector.

This programme builds sector capability and excellence enabling continuously improving investment decision-making based on robust activity planning, service delivery and quality comparative data.

The success of the programme has been the combined partnership of local government and Waka Kotahi promoting a ‘for the sector, by the sector’ philosophy. We support Road Controlling Authorities (RCAs) to understand the requirements of the Government Policy Statement on land transport and to become ‘smarter buyers’ by creating tools and providing guidance to improve performance.

Formerly the Road Efficiency Group, this partnership was formed in 2012 as the authority to implement the recommendations of the Road Maintenance Task Force.

THE CHALLENGES

Roading engineers across New Zealand wanted to standardise the performance of roads, address historical inconsistencies, and promote economic growth.

Subject matter experts from Te Ringa Maimoa developed a set of standards to help road asset managers better understand their network and tell their investment stories.

A tool was needed to enable Performance Measures reporting and data analysis.

THE SOLUTION

Company-X co-founder and director Jeremy Hughes took the time to understand the requirements, understand the opportunity, and to develop a set of user requirements that Te Ringa Maimoa agreed were the principles for developing the proof of concept.

In partnership with subject matter experts, Company-X developed the One Network Road Classification Performance Measures Reporting Tool for Te Ringa Maimoa.

THE RESULTS

Data from 69 road controlling authorities nationally are regularly imported into the ONRC PMRT built by Company-X.

Asset managers use Performance Measures reports when developing their business cases for the Regional Land Transport Plan.

The tool has become crucial to decision-making around future investment and road-user safety.

The tool earned praise from users as being simple to use and understand.

It quickly became the transport sector’s go-to reporting tool for roading managers wanting to understand how the outcomes on their network are measuring up.
